Protect your business from fraud with dual control

As part of the Digital Banking Upgrade coming this fall, First National’s ACH and wire system (currently called ONEpay) will require you to use dual control to send ACH and wire payments.

Dual control means no single user may both initiate and approve an ACH or wire entry. A second, independent user must confirm and release the transaction before it is transmitted to the recipient. By requiring a second authorized user to approve ACH and wire transactions before they’re processed, you can better protect your account from fraud and scams such as business email compromise, vendor and employee impersonation and call spoofing.

  • What is dual control?

    Dual control ensures that a second, independent user must confirm and release the transaction before it is transmitted to the recipient. No single user may both initiate and approve an ACH or wire. This ensures two individuals review every transaction.

  • What are the benefits of dual control?
    1. Enhanced Security: Dual control significantly reduces the risk of unauthorized transfers and fraudulent activity by requiring two sets of eyes on every transaction.
    2. Error Reduction: By having two people review each payment, the likelihood of mistakes, such as incorrect amounts or recipient information, is greatly minimized.
    3. Accountability: Dual control creates a documented trail of who approved each transaction, supporting internal organizational transparency and audit requirements.
  • Should I implement dual control if I run a small business?

    Yes, businesses of all sizes will benefit from using dual control.

  • My business currently has one person that both initiates and approves ACH and Wire transactions. Can we just keep doing that?

    No. As part of First National’s commitment to meeting your digital banking needs, we are enhancing our online and mobile banking services in fall 2026. The new platform will require all ACH and wire customers to have a second user in the system to approve ACH and/or wire transactions. If you do not establish dual control before the upgrade, important functions such as payroll, invoice payments, and utility bill payments will be interrupted.

  • My business doesn’t have any employees. How can I set up dual control?

    Dual control requires a second authorized user in ONEpay, but that second user does not have to be your employee. You can add any trusted person to implement dual control.

  • Can I keep initiating and approving transactions by myself?

    No. First National’s upgraded business online banking system will require all ACH and wire customers to use two users beginning this fall. It is best to get started now so there is no delay to any ACH payments in your system.

  • What will happen if I don’t add another user before the digital banking upgrade?

    The new platform will require all ACH and wire users to have a second user in place to complete their ACH and wire transactions. If you do not establish dual control, important functions like payroll, payment of invoices, and utility bills will be interrupted.

  • What is the deadline for my business to implement a second user?

    You have until Sept. 30 to add a second user to your account. If you have a second user in ONEpay already, you must start using true dual control by the Digital Banking upgrade go-live coming this fall. This means one individual initiates an ACH or wire while a second individual approves the transaction.

  • If my business doesn’t implement dual control, can I still send a wire transfer in the branch?

    Yes. Wire transfers in branches are a separate process that will not be affected by the digital banking upgrade.

  • How do I get a hard token for my second user?

    An authorized account signer or Online System Administrator should contact the bank’s Fulfillment and Support team, their Treasury Management representative, or visit their local branch. Customers requesting hard tokens should be advised of longer-than-normal shipping times due to shipping an item with a battery, so it may be more efficient for a customer to pick up at a branch.

  • Is it possible to get a soft token instead of a hard token?

    Soft tokens will only be available after the Digital Banking Upgrade this fall. However, it is highly recommended to implement dual control as soon as possible to avoid any interruptions to your ACH and wire transfer services during the go-live.

  • How long does it take to set up dual control?

    It takes approximately 5 minutes to add a second user to the ONEpay system and for Fulfillment and Support to link them to a ONEpay account. Once those steps are complete, the second user can begin to initiate or approve transactions as soon as they have obtained a hard token.

  • How does my new user get trained on how to use the system?

    System Administrators are provided with training when they enroll in ONEpay and are responsible for training their employees. First National is happy to provide additional trainings upon request.

  • How do I set up dual control?
    1. To set up dual control log in to Business Online Banking as a System Administrator.
    2. Go to the Administration tab.
    3. Select New Employee.
    1. Fill in the requested information: Name, security level, email address, business and mobile phone numbers, username, and temporary password in the Change Password link.
    1. Select the security level you want to grant the new user.
    1. Create a password for the new user. If applicable, select any accounts that the user will need access to in Online Banking.
    1. If you are currently using a token to log in to Business Online Banking, select the following in the Multifactor Authentication section (if you are not currently using a token to log in, skip this step):
      • Token status: Pending enablement
      • Token type: Go3
    1. Once you’ve finished filling out the information, scroll to the bottom of the page and click next.
    2. You should see a message saying “Employee Created Successfully.”
    3. Once you’ve created a new user, go into ONEpay.
    4. Once in ONEpay, click Administration.
    1. If you have an existing employee in the system with the permissions you’d like your new user to have, select the existing employee, then right click and select “Add Using Model.” If you need to set up the new user from scratch, click the + sign on the green bar.
    1. Enter their first name, last name, email address and user ID.
    1. Click permissions and assign which account you’d like the new user to have ACH and/or wire access. Check the boxes with appropriate level of access for the new user.
    1. Add the payment type permissions you would like the user to have.
    1. If the user should have access to Bank Reports, select all for account number and company ID.
    1. If you’re a wire customer, repeat the same steps in the wire transfer tab.
    2. Click save.
    3. One you have created your additional users, the System Administrator must call First National’s Fulfillment and Support at 907-777-3640 and ask them to link the new Business Online Banking user to their ONEpay profile. At this time, if the system administrator does not have an extra hard token to give to their new user, First National can provide one.
    4. Once the new user’s profiles have been linked and they have a hard token, they can log into their business online banking account. They will be prompted to register their hard token by clicking the Go To ONEpay link.
